Federal and State grant P-Card Purchases
Marijo Monette – Unity.com - $2,040.38 July 2013,August 2013
The bulk of Mrs. Monette’s purchases are supplies for our Unity.Com program. Included are also travel expenses for two conferences that Mrs. Monette is required to attend in order to administer the 21st Century Community Learning Centers grant. This grant brings $408,000 into our district for our Unity.com program. Unity.com is an after-school academic enrichment program funded by grants from the U.S. Department of Education and the Tennessee Department of Education. The goal of the program is to strengthen students’ attachment to school, improve their academic performance, and successfully engage students and families in school-based cultural, technological, recreational and academic activities in a safe learning environment. Unity.Com is currently in operation in four elementary schools, eight middle schools, and three high schools. It is funded by two grants from the Tennessee Department of Education - the 21st Century Community Learning Centers Grant and LEAPS Grant. All purchases made with state and federal grant funds are subjected to additional auditing requirements from the state and federal government.

These purchases represent school supplies that were purchased for our backpack program from money donated for that purpose. Mrs. Monette’s office provides school supplies to underprivileged students in our school district. Sumner County Schools receives anonymous donations from private donors to provide for the needs of homeless and needy students. These funds are specifically donated to be used for that purpose and are separately accounted for within our budget.
Keith Parrack – EL Coordinator - $958.30
These purchases are classroom supplies for our district’s English Learner’s (EL) program. These purchases are funded by federal Title III funds. Title III is the portion of the No Child Left Behind federal funds that serves English as a Second Language Students. Through Title III, students who have a primary language other than English receive instruction in English in a specialized setting. Additionally, Title III federal funds are used in helping these students meet the same challenging state standards required of all students. All purchases made with state and federal grant funds are subjected to additional auditing requirements from the state and federal government.
Holly Adkins – Pupil Services Department Bookkeeper - $2,971.74
These purchases are made using federal IDEA (Individuals with Disabilities Education Act) funding. Under the law, this funding is to be used only on students eligible for special education services. All purchases represented in this statement meet federal purchasing requirements. All purchases made with state and federal grant funds are subjected to additional auditing requirements from the state and federal government.
General Purpose P-Card Purchases
These statements were from employees using General Purpose Budget funds. Our General Purpose Budget is funded by a combination of state revenue and county revenue through property and sales tax. The flagged purchases represent the purchases of classroom instructional supplies, routine training for employees and other routine district purchases.
Jenny Martin – Pupil Services - $38.97
On March 10, 2014, Kurt Riley representing Sumner United for Responsible Government (SURG) filed an Open Records Request with our office to “review and inspect any and all credit card statements for all employees, elected officials, and other personnel from July 2013 to current.” View Mr. Riley’s March 10, 2014 request here.
The Sumner County School District uses government purchase cards also called “P-cards” to make routine district purchases. P-cards differ from traditional credit cards as they allow Sumner County Schools (SCS) to place restrictions on where and how P-cards can be used for purchases. All P-card balances are paid in full at the end of each month. Employees are required to keep and submit all receipts of purchases. P-card statements and all supporting documentation must be reviewed and approved by the employee, the employee’s immediate supervisor and/or department head. All P-card purchases are then reviewed by our Accounts Payable Department. Any statement with activity over $500 is additionally reviewed by an accountant in the Finance Department. Every employee who is issued a P-card is required to review this guide and sign a statement acknowledging that they have read the guide in full and will adhere to its policies. Only SCS employees who need to make routine purchases as part of their job function are issued P-cards. No elected official has access to a SCS P-card.
Mr. Riley visited the Central Office on March 20, 2014 to inspect and review the requested documents. He chose to review the statements from July 2013 and August 2013 during that visit. Mr. Riley flagged and requested additional documentation for 17 employee P-card statements from those specified months. View Mr. Riley’s March 20, 2014 request here.
Of those 17 statements and documented receipts:
- Ten statements were for purchases made by daycare employees for our school daycare programs. Items purchased included snacks, activity supplies and field trip expenses. School daycares are self-funded through fees paid by parents for daycare services. Per Tennessee Department of Education requirements, monies raised through daycare fees can only be used on expenses for the children served in that school’s daycare.
- Three statements were from employees whose departments are funded through state and federal grants. The majority of the flagged purchases were for classroom supplies to support our EL (English Learners) and Unity.com programs.
- Three statements were from employees using General Purpose Budget funds. Our General Purpose Budget is funded by a combination of state revenue and county revenue through property and sales tax. The flagged purchases represent the purchases of classroom instructional supplies, routine training for employees and other routine district purchases.

Our district currently has 52 schools in operation including 1 Middle College High School, 1 Middle Technical College High School, 8 regular high schools, 1 virtual high school, 12 middle schools, 25 elementary schools, 6 STEM (Science, Technology, Engineering and Math) schools, 1 academic magnet school and 1 alternative/zero tolerance school.
